MRS SUKAI TONGOGARA

(EXECUTIVE SECRETARY)

Mrs Sukai Tongogara is the Executive Secretary of the Zimbabwe Anti-Corruption Commission. She was the first woman to be appointed in this position since the Commission opened its doors in 2006. Her appointment was from March, 2021. Ms Tongogara is a registered legal practitioner and a holder of a Master of Science Degree in International Law from the University of Zimbabwe.

Mrs Tongogara has been employed by the Zimbabwe Anti-Corruption Commission since its inception. She has held several senior posts in the Commission in the areas of Investigations, Prevention, Corporate Governance, Public Education, External Relations and International Conventions. She played a major role in the establishment of the Investigations, Legal Services and External Relations Departments within the Commission. 

Mrs Tongogara is Zimbabwe’s Focal Person for the United Nations Convention Against Corruption (UNCAC) and is responsible for ensuring Zimbabwe’s compliance to the provisions of the Convention. She successfully coordinated Zimbabwe’s two reviews under UNCAC in 2011 and 2017. Together with a team of Government Experts, Ms Tongogara conducted reviews on the Republics of Zambia, Benin and the Russian Federation on their implementation of UNCAC. As a former Law Officer and Provincial Magistrate, she has an impeccable record of hard work and discipline.

MRS CHARITY MATUMBI

(GENERAL MANAGER, LEGAL & ASSET RECOVERY)

Mrs. Charity Matumbi is the General Manager (Legal and Asset Recovery). She is a registered legal practitioner who holds a Bachelor of Laws (Honours) degree from the University of Zimbabwe and Master of Corporate Laws Degree from the University of South Africa. Mrs. Matumbi holds a Certificate in Financial Investigations and is studying with the Institute of Chartered Governance in Zimbabwe. She is a member of the National Taskforce on Anti-Money Laundering and Counter Financing of Terrorism, a Governmental expert responsible for the country reviews and implementation of the United Nations Convention Against Corruption.

 

Mrs. Charity Matumbi joined the Zimbabwe Anti-Corruption in 2008 having been a prosecutor and a law officer in the Attorney General’s Office. She was promoted to the post of Legal Services Manager in 2010. She has held responsibility of Acting General Manager (Legal Services) and Acting Secretary to the Zimbabwe Anti-Corruption Commission. She has a wealth of experience in corporate services, civil and criminal litigation, financial investigations and anti-money laundering and asset recovery and has contributed significantly towards anti-corruption efforts and legal reforms.

MRS CLARA NYAKOTYO

(GENERAL MANAGER, PREVENTION OF CORRUPTION)

Mrs Clara Nyakotyo is the General Manager (Prevention of Corruption). She is a holder of BSc. and MSc. degrees in Economics (Minsk). She also holds a Master’s degree in international business (MIB) from Brussels; an MBA and a Postgraduate Diploma in Financial Management (UNISA). She is a member of Certified Fraud Examiners (CFE).

Mrs Nyakotyo joined the Commission at its inception in 2006 from the Ministry of Industry and Commerce where she worked as a Senior Economist. Her varied career also included a stint as an Economics and Quantitative Methods Lecturer in the Business Studies Department of the Harare Polytechnic.

She took up the post of General Manager General Manager (Prevention of Corruption) upon promotion in February 2022. In this role, she has overall responsibility for the Compliance and Systems Review, Public Education, Research and Knowledge Management Units. Her previous post was that of Compliance Assurance and Systems Review Manager in the Prevention of Corruption Department, a position she served with distinction until her current appointment.

As Compliance Assurance and Systems Review Manager, she has spearheaded the Commission’s thrust to prevent corruption in public institutions and in local authorities, focusing on systems and corporate governance practices, policies and procedures.

A seasoned corporate governance practitioner with several years of experience, both at home and abroad, Mrs Nyakotyo, worked as a Risk management employee at Fortis Bank in Brussels, Belgium from 2003-4.

She was a member of the ZIMCODE Steering Committee that produced the Corporate Governance Code, the forerunner to the Public Entities Corporate Governance Act (Chapter 10:31). She was instrumental in the production of the Zimbabwe National Anti-Corruption Strategy (NACS 2021-2024).

 

MR WELLINGTON MUGWENHI

(GENERAL MANAGER, FINANCE & ADMINISTRATION)

Mr Wellington Mugwenhi is the General Manager (Finance Administration and Investments). He is a holder of a Bachelor of Commerce (Honours) Degree in Accounting from Midlands State University and Master’s degree in Applied Accounting from Great Zimbabwe University. Mr Mugwenhi is also a certified member of the Chartered Institute of Governance and Accountancy (formerly CIS) and is currently studying ACCA.

 

Prior to joining ZACC in 2021 he was Director for Finance, Administration and Human Resources for the Zimbabwe Gender Commission where he assisted capacitation of the Commission by procuring vehicles and various tools of trade. He transferred from National Peace and Reconciliation Commission in 2019 where he had the portfolio of General Manager Finance, Administration and Human Resources. Mr Mugwenhi was instrumental in the setting up of the National Peace and Reconciliation Commission and ensuring watertight internal control systems and procedures for the new Commission.

He has previously worked at ZACC in 2016 on secondment from Ministry of Information Communication Technology as an accountant. At ZACC he was promoted to Manager Finance post in 2017 and acted as General Manager Finance. He was instrumental in clearing of legacy financial statements before joining on promotion the NPRC. Mr Mugwenhi has vast experience in public sector accounting and administration. He has hands on experience in financial reporting, planning, budgeting and administration.


General Manager (Human Resources, Learning and Development) 

Humphrey Magorimbo is a holder of a Master of Commerce Degree in Strategic Management (GZU), a Bachelor of Business Studies Honours Degree in Human Resources Management (BUSE), a Higher National Diploma in Human Resources Management (HEXCO), a Diploma in Labour Relations (IPMZ), a Certificate in Labour Law, Conciliation and Arbitration (IPMZ), a Foundation Certificate in Accountancy (SAAA) and a Chartered Institute of Governance and Accountancy (formerly CIS) Part A (Pre-Professional). He is also a certified ISO (9001:2015) Auditor. 

Mr Magorimbo joined ZACC with effect from 21 November 2022 coming from the Health Service Board (HSB) where he was serving as Deputy General Manager, Human Resources. As DGM HR, he coordinated the review of Human Resources for Health (HRH) Policy, writing of the six modules for Public Service Academy, profiled senior post jobs and was a member of the HSB ISO certification steering team. 

Prior to joining HSB he had been with the Ministry of Primary and Secondary Education (MoPSE). He has served in the following positions i.e School Bursar, Human Resources Assistant, Human Resources Officer, Senior Human Resources Officer, Principal Human Resources Officer and Acting Deputy Director, Human Resources before his transfer on promotion to HSB. 

Mr Magorimbo is an experienced Human Resources all-rounder with a demonstrated history of working in the field. His expertise is drawn from the previous sectors he has worked in namely, education and health. He is skilled in HR Policy Formulation & Strategy , Performance Management, Learning and Development, HR Administration, Talent Management, HR Consulting, Labour relations, HR Analytics, Employee Engagement, Strategic Planning & Organizational Development.
